Two transactions: the registry entry, then the full rule set (manifest) hash-committed on-chain. Exchange agents recompute the hash and refuse to trade on a mismatch; for on-chain strategies the manifest is the published plan and the Charter's caps and allowlists are what the Session Module enforces. Exchange strategies can also be simulated at full size on real prices from the Builder (the 8 newest community ones are listed there).
